How to Set Up a Network Printer With No Internet Connection

Connect the printer to the network using an Ethernet cable that plugs into both the printer and a network hub or router. Plug the printer's power cord into an outlet or power strip, then turn the printer on.
Open the Start menu on one of the network computers that will be using the printer, then select the 'Control Panel' option. Click on the 'Printers' or 'Printers and Faxes' link, then click the 'Add a Printer' button. (If the operating system has a direct link to the 'Printers' or 'Printers and Faxes' options in the Start menu, you can use this link instead of opening the Control Panel.)
Advance the 'Add Printer' wizard to the point it asks whether you wish to add a local or network printer. Select the 'local printer' option, then click the 'Next' button.
Select the 'Create a New Port' option, choosing 'Standard TCP/IP Port' as the port type before clicking 'Next' again.
Follow the on-screen prompts in the 'Add Standard TCP/IP Port' wizard to begin creating a new port. When prompted for the printer's name or IP address, enter the IP address for the printer that is listed on the printer's label or in its documentation. Don't make any changes to the port name.
Finish adding the port using the standard settings, then click the 'Finish' button to save close the 'Add Standard TCP/IP Port' wizard.
When prompted to install the printer's software, insert the driver installation disc into the computer's CD or DVD drive and click the 'Have Disk...' button. A browsing window will open up, allowing you to navigate to the drive containing the driver installation disc. Select the installation program on the disc and click 'OK,' then click 'Next' on the 'Add Printer' wizard.
Select the 'Replace Existing Driver' option if you are prompted that a driver already exists. While a basic driver may be included in your operating system, the driver on your disc will likely be more up to date.
Assign a name to the printer (or keep the existing name) and click 'Next.' You will then be asked whether or not you want to share the printer; select the option to not share the printer, then click 'Next' again.
Select the option to print a test page if you wish to make sure that the printer is connected properly, though printing a test page is not required. Click 'Next,' then click 'Finish' to finalize printer installation.
Eject the driver installation disc from the computer, then repeat the setup process on every computer that will be connecting to the printer through the network.
